Bill 137 adopted to support the implementation of the REM

The National Assembly of Quebec has passed Bill 137 on the Réseau électrique métropolitain (REM). The purpose of this legislation is to promote the rapid implementation of the REM, which is the most important public transit project since the creation of the Montréal metro in 1967.

“The REM project will contribute to the achievement of government objectives, including economic growth, electrification of transport and reduction of greenhouse gas emissions,” said Laurent Lessard, minister of transport, sustainable mobility, and transportation electrification. “Thanks to the government’s leadership, the REM will reduce road congestion and strongly encourage passengers to move away from solo transportation to take advantage of an efficient and efficient public transport system.”

Several aspects contained in the bill allow the Caisse de depot et placement du Québec, the promoter of the project, to meet its ambitious timetable, which will be phased in as early as 2020.

“The REM project is an innovative and ambitious public transit project for the Montréal metropolitan area, said Carlos Leitão, Minister of Finance. “More than 34,000 direct and indirect jobs will be created during construction, with spin-offs estimated at close to $ 3.7 billion. Investing in the REM is a stimulus to Quebec’s economy, a forward-looking economy. With the passage of Bill 137, the Caisse de dépôt et placement du Québec will be able to take the next steps necessary to start this vast project.”

In its 2017-2018 budget, the Government of Quebec announced its commitment to contribute to the financing of the EMN by investing $ 1.283 billion in the project.
