RFP closed for Finch West LRT

The request for proposals stage has closed for teams to submit their bids to design, build, finance, and maintain the Finch West LRT project.

 

Following a fair, open and transparent request for qualifications process, three teams were shortlisted and invited to respond to a request for proposals in February 2016. All three teams have submitted their proposals by the December 13 deadline.

 

The three pre-qualified teams are:

 

Humber Valley Transit Partners

  • Developers: SNC-Lavalin, Graham
  • Contractors: SNC-Lavalin, Graham
  • Service Provider: SNC-Lavalin, ACI
  • Financial Advisor: National Bank, Scotia Capital

 

Mosaic Transit Group

  • Developers: ACS, Aecon, CRH
  • Contractors: ACS, Aecon, CRH
  • Service Provider: ACS, Aecon, CRH
  • Financial Advisor: RBC Capital Markets

 

FACT Partners

  • Developers: EllisDon, Bechtel
  • Contractors: EllisDon, Bechtel
  • Service Provider: EllisDon, Bechtel, Herzog Transit
  • Financial Advisor: EllisDon Capital

 

Highlights of the LRT project include:

  • 11 kilometres of new, dedicated light rail transit between Humber College and the new Finch West Subway Station on the Toronto-York Spadina Subway Extension
  • 16 surface stops, a below-grade terminus stop at Humber College, and an underground interchange station (Keele Street and Finch Avenue West) at the TTC’s Finch West Subway Station
  • A maintenance and storage facility for the light rail vehicles
  • Other required components, such as trackworks, signaling, communications, and public realm infrastructure

 

In conjunction with the Finch LRT project, the Government of Ontario has opened a new Finch West LRT community office at 2540 Finch Ave. West to serve those living and working in nearby neighbourhoods. The community office will provide up-to-date information about the project directly to the public, in addition to other community outreach initiatives.

 

Over the next several months, submissions will be evaluated and a preferred proponent is expected to be announced in spring 2018. A fairness monitor is overseeing the entire procurement process.
